Budget Development & Cost Planning

At JRJ Consultants Limited, our aim is to provide our clients with realistic and accurate estimates and budgets, ensuring that the client has the necessary information available to make informed and timely decisions which will secure the financial and overall success of the project. Scope of services include:

  • Establishing budgets from information provided at the feasibility stage before any detailed drawings are produced

  • Controlling costs through the design stage to maintain the integrity of the established budget and to ensure that the client received the best value

  • Evaluating the cost effectiveness of alternative building shapes, component specifications, and various materials and in addition the provision of cost checks at various key stages throughout the design process

  • Preparing detailed pre-tender estimates or bills of quantities which allows for independent assessment of a project’s budget so it can be used as a comparison to the contractor’s tender or quotation. This will assist in determining the preferred contractor for the project

Procurement and Evaluation of Contractors’ Bids

At JRJ Consultants Ltd we compare the contractors’ tenders against our pre-tender estimate and highlight any areas of difference. This can be analyzed and assessed to help determine the preferred tender or quotation. Each contractor may include or exclude different elements which impact on their pricing. The lowest price does not always represent the best value. This comparison helps to mitigate these risks. Scope of services include:

  • Providing advice on suitable tendering procedures and the most appropriate form of contract

  • Providing advice on prospective tenderers for the project, prepare shortlists and, if required, recommend suitable contractors for consideration by architect and client

  • Preparing tender and contract documentation

  • Checking tender submissions and quotations for arithmetical accuracy, advise on errors, omissions and qualifications in tenders and negotiate thereon

  • Reviewing all submitted tenders and quotations, analyze and report on variances related to the approved project

  • Consider contractors’ programme of work and method statement and liaise with client and design team

  • Prepare report on tenders incorporating appropriate recommendations

Construction Monitoring, Contract Administration & Project Management

During construction, JRJ Consultants Ltd actively works with the design and construction teams to help manage change orders and variations. Furthermore we review all progress payments to be made to the contractor, certifying that the value claimed reflects the scope of works complete to date on the project. Scope of services include:

  • On-site assessment of the contractor’s progress claims for payment (monthly or staged payment claims) and prepare recommendations for interim payments including; work executed and materials on site

  • Assessment, verification, negotiation and recommendation of any variation or potential variation

  • Preparing cost reports detailing the value of works compete to date, the value of works not yet complete or cost of defective works if necessary, to protect both lender and borrower

  • Assist with and analyze cash flows at respective stages

  • Prepare and, if appropriate, negotiate the settlement of the final account

Expert Witness & Dispute Resolution

Construction can be difficult and complex and unfortunately disputes are common. Through our expert witness and dispute resolution service JRJ Consultants Ltd can provide independent and unbiased advice founded on practical experience, which may assist in avoiding the need for legal proceedings. If required, we can assist legal counsel and prepare expert witness report as evidence in a court of law.
